Roblox New TOS Nov 1, 2026: Country Rule Cut, Parents Agree

The Roblox new TOS starts on Nov 1, 2026, and the rule that had players scared about VPNs and trips abroad is not in it. In early October the text said accounts could be terminated for playing mostly outside the country they signed up in. Roblox cut that in two steps, and the version we read on Oct 30 has no country rule at all. What does change for families: anyone under 18 needs a parent to agree to the new terms to keep playing.
Checked Oct 30 from Roblox Support's update page, Roblox's DevForum posts and two Internet Archive copies of that page. Guide-site details are marked.
What parents need to know:
- Roblox's Oct 1 announcement says that for a minor, the "parent/guardian will need to agree to the updated Terms of Use" for the child to keep using Roblox. Under 18 counts as a minor.
- The new text says a parent "must accept these Roblox Terms on your behalf" and is "responsible for your minor's activity". The terms in force until Oct 31 already asked a parent to "read and consent".
- Chat now needs an age check, with no "may": "You must complete an age check before using Communication Features." Roblox's Parental Controls let you link your own account to your child's, which Roblox says gives you "access to their settings from anywhere".
What changes on Nov 1 in the Roblox new TOS
| Rule | Text that starts Nov 1 | Text in force until Oct 31 |
|---|---|---|
| Parents of under-18 players | "must accept these Roblox Terms on your behalf" | "must read and consent to the Roblox Terms" |
| Playing outside your sign-up country | No country rule (cut in October) | No country rule |
| Age check for chat | "You must complete an age check" | "You may need to complete an age check" |
| Stolen items | "trading or receiving stolen items" may lead to moderation | The word "stolen" does not appear |
| Who you buy from | Roblox is the "merchant of record" | Roblox's summary calls this a clarification |
| Arbitration | "U.S. and Canadian Residents (except for Quebec residents)" | "U.S. Users" |
Roblox's own summary lists three changes: simpler language and reorganized sections, Roblox as "the principal distributor and merchant of record" for purchases, and a right of withdrawal for users in the EEA only. The rows above are the lines we found by reading both versions side by side.
What happened, from Oct 1 to Oct 30
Roblox posted "Updates to the Roblox Terms of Use [November 2026]" on its DevForum at 16:06 UTC on Oct 1. The post gave the three-point summary and one reminder for families. It said nothing about countries or VPNs.
The country rule sat lower down, in Section 2.3 of the new text. The Internet Archive saved the page at 16:28 UTC on Oct 2, and that copy says: "You should use and access the Services from the country where you signed up for your Account." The next sentence made "accessing the Services predominantly outside of that country" a reason for possible termination.
Players found it within days. A DevForum bug report quoting it went up on Oct 6, and on Oct 7 Roblox staff answered: "We've clarified the language and are beginning to rollout the agreement. Please keep an eye out for the new pop up." The archive's copy from 22:07 UTC on Oct 7 keeps only one line: "Attempting to misrepresent your sign-up country is a violation of the Roblox Terms and may result in termination of your Account."
That line is gone too. A DevForum player reported it removed by Oct 9. When we read the page at 03:53 UTC on Oct 30, Section 2.3 ended with the duty to follow "all applicable laws, regulations, and third party rights", and the words "sign-up country" appeared nowhere on it.

Desk note: Section 2.3 carried 47 words about your sign-up country on Oct 2, 21 words on Oct 7 and zero on Oct 30. A video or post that says VPN players get banned on Nov 1 is quoting text Roblox has since removed.
Can you use a VPN on Roblox after Nov 1?
The one direct answer we found from Roblox staff came on Oct 7 at 23:30 UTC, from the Developer Relations team: "general VPN use for privacy or security reasons on its own is not a violation and does not get your account banned." The same reply added that "using a VPN (or any other method) to misrepresent your sign-up country" was against the terms.
That second half was written while the sign-up country line was still in Section 2.3. The line has since left the text. Roblox has not posted a new answer in that thread, so we read it as no longer a rule: the Nov 1 terms have no sign-up-country rule. Roblox's general rules still apply. The new text still bars use from countries under U.S. government embargoes, and says Roblox may block content "in certain regions for legal and regulatory reasons".
What we don't know yet: whether Roblox will post anything about VPNs before Nov 1. Its staff reply of Oct 7 is the last official word we could find.
One guide site, TechWiser, listed "parent's approval" for under-18 players as one of two new rules on Oct 9. It isn't new. The old terms already say a minor's parent "must read and consent to the Roblox Terms", in capital letters, near the top.
What the Roblox new TOS changes for kids and parents
The new Section 2.1 says users "ages 5 and older may create an Account", and that some features must be switched on by a parent through Parental Controls. Section 2.1.1 adds a line the old text didn't have: a minor "must create the Account together with your parent or legal guardian." For accounts that already exist, Roblox's Oct 1 post asks for the parent's agreement so the child can keep playing.

The Oct 1 post doesn't say how a parent gives that agreement. The closest official route is a linked parent account. Roblox's parent page says your child taps "Add parent" in Settings, you create your account with "a government-issued ID ready", and then you "Click Agree" on the link prompt. The new Section 2.1.2 says a parent who links that way accepts the terms "also on behalf of your minor". Our Roblox parental controls guide walks through the same setup screen by screen.
The pop-up has been rough in places. One DevForum player said on Oct 1 that on the mobile app it kept "failing to go away after pressing 'I Agree'." Roblox staff flagged it to the team the same day.

The age check line is short and easy to miss. The old terms listed "Party Chat, Experience Chat, Direct Chat, Voice Chat, and Team Create in Studio" as Communication Features and said you "may need" an age check first. The new text says "must". No age check, no chat.
Trading and buying under the new terms
The new Section 3.4.1 adds a line players who trade should read twice: "Suspicious trading activity (including trading or receiving stolen items) may result in account moderation at Roblox's sole discretion." Note the word "receiving". It covers the player who got the item, not only the one who took it. The old terms don't use the word "stolen" at all.
That matters in trading games such as Murder Mystery 2, whose page tells players to "Collect and trade hundreds of knives!" Selling an account or its login stays banned in both versions.

On buying, the new summary says that when you pay for something on Roblox, "you are obtaining the content from Roblox" and "Users and Creators do not enter into a direct transaction with each other." In practice a game pass in any game on our most played Roblox games chart is a purchase from Roblox, not from the game's developer. If you want games that sell less to begin with, our list of Roblox games with few in-game purchases counts every pass and product in the store.
What players are saying
Much of the worry landed in r/RobloxHelp. Three narrow Arctic Shift searches ("terms of use", "new tos", "sign-up country") turn up at least 19 posts about the new terms or VPNs between Oct 2 and Oct 9. In a thread of 30-plus comments on Oct 6, a top-level comment with 7 points asked: "Now I’m worried… does that mean we can’t play Roblox outside our countries!?" (Reddit, Oct 6)
The parent part reached players too. In an 8-comment thread asking whether the Nov 1 terms affect existing users, one reply said: "Seriously worried about my account being locked out unless I get my parents to agree to the new TOS" (Reddit, Oct 8).
By Oct 9 the tone had changed. Under a post about the country rule, a reply with 1 point read: "They backtracked immediately" (Reddit, Oct 9). The archive copies say it took at least five days, not one, but the result is the same.
Our take
Play on after Nov 1: the country rule is gone, and the one real job is a parent's Agree. The text we read on Oct 30 has zero words about your sign-up country, down from 47 on Oct 2. Roblox's own Oct 1 post asks parents of under-18 players to agree, and under Section 2.1.2 a parent who links an account accepts the terms for the child. Sit down with your kid for that. It's also the moment to check their chat and spending settings.
What we don't know yet: what a child sees after Nov 1 if no parent has agreed. Roblox's post says a parent "will need to agree" and stops there.
Our view, from the sources in this article.
How we checked this
We read Roblox's update page on Roblox Support at 03:53 UTC on Oct 30, the old Terms of Use page the same day, and two Internet Archive copies of the update page (16:28 UTC on Oct 2 and 22:07 UTC on Oct 7). Roblox's posts and the staff replies come from the DevForum, where the staff account carries Roblox's staff badge. We compared the two versions by searching both texts for each line in the table. Player quotes are from r/RobloxHelp, read through Arctic Shift. We are not lawyers, and this isn't legal advice: the terms themselves are the final word.
Frequently Asked Questions
Can Roblox use what kids make to train AI?
Section 3.2 of the Nov 1 text licenses anything a player uploads to Roblox for uses that include "developing, improving, or training any AI or machine learning models." That part isn't new: the old terms already named "the training of machine learning and related models".
Do creators get new terms too?
Yes. The update page holds a separate Creator Terms section, and Roblox's DevForum post lists changes to "License to Roblox, Robux, Roblox Economy, Creator Payments, and Taxes and Withholding." Kids who only play can skip that part.
